The Municipality of San Juan in La Union is revolutionizing its public service delivery by partnering with GCash, the country’s top finance super app, to launch a cutting-edge Digital Fund Disbursement Service. This initiative aims to provide quicker, safer, and more efficient financial assistance, especially as the community braces for the increased financial demands of the holiday season.

For years, residents of San Juan have relied on cumbersome manual payout processes, often involving long lines and in-person verification at crowded disbursement venues—leading to delays, especially during peak times like the year-end.

Now, through this collaboration with GCash, the local government is streamlining the distribution of financial aid. San Juan Mayor Mariquita P. Ortega emphasized the significance of the initiative in enhancing the municipality’s commitment to modernizing public service. “This partnership with GCash marks a huge step toward more efficient and transparent distribution of financial assistance,” she explained. “We’re cutting down on long queues, eliminating the risks associated with cash handling, and ensuring that every eligible citizen gets their support quickly and securely.”

Thanks to GCash, the LGU is transitioning to a digital disbursement system that simplifies the process for both residents and staff. The GCash Fund Disbursement Service allows residents to access their financial aid digitally, with the added convenience of the free GCash Visa Card. This card enables recipients who don’t have mobile data or bank accounts to still access their aid securely—an especially valuable feature during the holiday rush.

In addition to benefiting local residents, the initiative also supports the tourism industry, which is a key driver of the municipality’s economy. Sangguniang Bayan member Mitos Magsaysay, chair of the Tourism Committee, noted the advantages for both residents and visitors. “San Juan is the surfing capital of Northern Luzon, attracting tourists from all over. Digital payment options like GCash make their experience smoother and more convenient,” Magsaysay said. “This initiative not only enhances convenience but also promotes digital financial literacy as we look toward a more technology-driven future and aim for world-class status.”

The GCash partnership is part of a larger strategy to make public service more inclusive and efficient. Cleo Celeste Santos, GCash Vice President and Head for Public Sector, shared, “Our goal is to empower communities by providing free GCash Visa Cards and financial literacy sessions, helping families manage their finances better, especially during the holiday season.”

This partnership ensures that financial aid is delivered swiftly and safely, even during challenging circumstances,” she said.

The feedback from residents highlights the transformative potential of the new system. One beneficiary shared, “The GCash Visa Card has made a huge difference. Now we can receive financial assistance faster, without the need to go to the municipal office. Plus, from the financial literacy session, I learned how to manage my budget and use the GCash card for safer transactions—especially useful during Christmas and New Year.”

This collaboration aims to benefit a wide range of sectors within the San Juan community—from public and private employees to vendors, business owners, transport groups, students, and farmers. By transitioning to a more efficient, digital system, GCash is helping San Juan ensure that financial assistance reaches its residents quickly, efficiently, and securely—just when they need it the most.
