Chief Petty Officer April Purugganan, a retail services specialist with the Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Pearl Harbor, was honored for his outstanding leadership and technical skill. Over an 18-year career in the U.S. Navy, his significant contributions have been vital in maintaining fleet readiness and operational excellence.
Although Purugganan enlisted in Guam, his roots trace back to Cainta, Rizal, Philippines, where his family originates. Both locales have deeply influenced his personal identity, instilling the core values that continue to guide his military service and leadership in the Navy.
Purugganan received the Navy and Marine Corps Achievement Medal for his service as the lead trainer and inspector for two submarine tenders in Guam. In this capacity, he delivered essential technical expertise and oversight that resolved a significant knowledge gap and improved operational readiness.
For Purugganan, the recognition represents more than an individual accomplishment.
“It recognizes not only my efforts but also the trust placed in me to share my knowledge and experience where it was needed most,” Purugganan said. “Serving as the lead trainer and inspector for two submarine tenders in Guam allowed me to bridge a critical expertise gap, develop sailors and directly contribute to fleet readiness.”
Dedication to leadership and mentorship has been a defining cornerstone of Purugganan’s 18-year naval career.
“I am most proud of the Sailors I have had the opportunity to lead, train and mentor,” he said.
His enduring bond with Cainta, Rizal, and his family in the Philippines continues to deeply anchor his perspective on military service.
“I represent my hometown by carrying with me the good values, work ethic and lessons learned while growing up,” Purugganan said.
Serving at Pearl Harbor has also given him a deeper appreciation for the history surrounding him every day.
“Serving at Pearl Harbor has made me fully realize how much history surrounds me daily,” he said.
Purugganan ties this heritage directly to the Navy’s strategic operations within the Indo-Pacific region. He wants communities in the Philippines and Guam to recognize the critical role Pearl Harbor plays in sustaining sailors and driving regional fleet readiness.
Reflecting on an 18-year career, Purugganan still relies on the foundational principles instilled during his upbringing to guide his military service and leadership style. He acknowledges his family and mentors for their steadfast encouragement while remaining deeply dedicated to training the next generation of sailors who will sustain the Navy’s mission.
“I would like to thank my family back home and everyone who has supported me throughout my Navy career,” Purugganan said.
