How to Handle an NCAP Notice of Violation

Motorists urged to verify notices, use official payment channels, and beware of online scams

With the reimplementation of the No Contact Apprehension Policy (NCAP) in Metro Manila starting October 5, 2026, motorists are encouraged to understand the proper procedures for receiving, verifying, and responding to a Notice of Violation (NOV).

The public is reminded that official NCAP Notices of Violation issued by local government units (LGUs) are delivered through physical mail or courier to the registered owner’s address on file with the Land Transportation Office (LTO). Any text message, email, or messaging app notification claiming to report an NCAP violation and containing a payment link should be considered a potential scam.

Motorists are advised to avoid clicking suspicious links or sharing personal information, banking details, e-wallet credentials, or one-time passwords (OTPs) in response to unsolicited messages.

Check the details of the Notice of Violation

Upon receiving an NOV, motorists should carefully examine the information provided, including the date, time, and location of the alleged violation, the specific traffic offense, and the corresponding fine based on the standardized rates under the Metro Manila Traffic Code of 2023 (Single Ticketing System).

The notice also contains screenshots of the incident and a QR code that motorists can scan using their mobile phone cameras to access video footage of the alleged violation.

Pay only through official channels

Motorists who verify their violations may follow the payment instructions indicated in the NOV. The designated QR code included in the notice can be scanned to access authorized online payment options, providing a convenient way to settle the corresponding fines.

The public is reminded to transact only through official LGU payment channels and avoid clicking payment links received through unsolicited text messages, emails, or private messages.

If the fine remains unpaid and no formal protest is filed within 10 working days of receiving the NOV, an alarm will be placed on the vehicle’s record in the LTO system. Once this alarm is active, motorists will be unable to renew their vehicle registration, transfer ownership, or complete other LTO transactions until the violation has been fully resolved. However, payment of the fine remains possible even after the LTO alarm has been activated.

Right to Contest a Violation

Motorists who believe they have valid grounds to dispute a violation may file a formal protest either in person or online by scanning the QR code provided in the NOV or accessing the relevant LGU NCAP portal. Protests must be submitted within the prescribed period of 10 working days from receipt of the notice to avoid triggering an LTO alarm on the vehicle. Motorists are encouraged to prepare the necessary supporting documents and information and follow the submission requirements specified by the portal.

Keep vehicle registration records updated

Motorists are reminded to ensure that their vehicle registration information and registered addresses remain updated with the LTO. Buyers of secondhand vehicles should also ensure that ownership transfers are officially completed and that the records reflect the current owner’s information. Keeping these details accurate helps ensure that official notices reach the correct recipient and minimizes the risk of missing important notifications.

By understanding the NCAP procedures, using authorized payment and protest channels, and staying alert to potential scams, motorists can better protect themselves while meeting their responsibilities on the road. They are also encouraged to consistently follow traffic regulations to help promote safer, more disciplined, and more responsible road use.
