The City Government of Bacolod City has officially partnered with PLDT Enterprise to deploy the Unified 911 system, positioning the city as a pilot site for the enhanced nationwide emergency response platform powered by the cloud-based technology of Genesys.

This milestone strengthens Bacolod City’s push toward full-scale digital transformation and smart city development, reinforcing its commitment to building a modern, technology-driven public safety ecosystem.

Advancing Smart and Connected Public Safety

PLDT Enterprise emphasized that the initiative is designed to empower local government units with secure, resilient, and highly responsive digital infrastructure for emergency response.

“We seek to empower and equip local government units with reliable and secure digital infrastructure to protect, serve, and help save lives,” said Hazel Amoyan, Customer Relationship Management Head – Visayas, PLDT Enterprise. “With Bacolod City as the pilot site for the enhanced 911 platform powered by Genesys, we are supporting a more responsive and coordinated public safety system aligned with the city’s smart governance vision.”

Bacolod City has been steadily advancing its smart city roadmap through upgraded command centers, e-governance systems, intelligent infrastructure, and long-term sustainable urban planning. Its broader goal is to become a future-ready, data-driven city with efficient, transparent, and highly responsive public service delivery.

The deployment of the Unified 911 system directly supports this direction by modernizing emergency communications and strengthening operational coordination across agencies.

Strengthening Emergency Response Capabilities

Greg Gasataya acknowledged PLDT Enterprise as a key partner in improving the city’s emergency communications infrastructure and expanding fiber connectivity across government facilities.

He noted that the collaboration significantly enhances Bacolod’s capacity to modernize its response systems as it takes on the role of pilot city for the upgraded 911 platform.

Integrated, Cloud-Based Emergency System

To address fragmented emergency response workflows and improve coordination, Bacolod City has implemented a unified system featuring:

  • A centralized Unified 911 platform for streamlined emergency call handling
  • A cloud-based Genesys contact center system for command and dispatch operations
  • Integrated capabilities including GPS tracking, live video streaming, and incident reporting
  • iGate Premium and FiberBiz connectivity deployed across 30 government sites to ensure stable and secure network performance

This infrastructure forms part of the broader national initiative to modernize and unify the Philippines’ emergency response system, with Bacolod City playing a pioneering role in early adoption.

The upgraded 911 platform is designed to significantly improve response efficiency through faster call processing, enhanced coordination among emergency units, and a scalable cloud architecture capable of supporting evolving public safety demands.
